Instead of buying a Viper and sticking a wing on it, why not just buy an ACR?

Alright, after re-looking at the dealership I see what the ACR is lol. I wasn't a high enough level. I bought the 06' Viper SRT10 Concept at level 12 and the ACR isn't available until level 15.
