Yes, this is the real issue; pushing out any update for GT6 is a major undertaking, and requires the synchronization and approval of QA testers and SCEI legal teams around the world. Then, if one "i" is not dotted or one "t" is not crossed, or one region finds an obscure bug that only manifests itself with a certain language setting, the whole process has to start over again and it's going to be delayed another week. It's not generally worth it to share this with the public, because most people won't know or understand what is happening when things don't work out, and it just makes the person (or PD/Sony) look bad.
I could, for example, say that 1.12 is scheduled to arrive September 16th at 04:00 GMT/UTC with Circuit de la Sierra, Quick Match online features, the FT-1 Vision GT Concept, and the NISMO GT-R. If it is delayed at the very last minute by some unforeseen circumstances and has to be pushed back another week, though, the average person will think I was being misleading or dishonest. So, 1.12 will just get here when it gets here. I doubt anyone here wants it to be released more than the folks at Polyphony Digital.
