I haven't made an update prediction in a while, but even with several updates dropping since then there's still quite a few cars (mainly GT5/6 premiums) that I'm surprised we haven't gotten yet - some of which I'm even amazed weren't in at launch. There's also a few things we know to have been scanned at some point. I’m gonna kind of list everything that could be possible, and then consolidate it down into a “January Update” prediction. This is gonna get long, sorry in advance.
What we know/are rumored to be scanned, and
may be coming to GTS at some point:
Cars:
Bruce Leven's '51 Ford - Instagram confirmation from tuning house in November 2017.
Lancia 037 Rally Car (Also the Delta?) - Instagram post declared car was scanned.
Formula E Cars - Recent news (but IMO not likely this month).
Nissan 370Z Drift Car - Instagram confirmation* from owner/driver/team in late 2017.
Toyota Supra Mk. V - It’s basically all but verbally confirmed to be added when it’s revealed, similar to other cars that PD have played a part in developing or marketing for (GT86, GTR, C7, NSX, etc.)
Tracks:
Deep Forest - Confirmed by Kaz
Spa - There’ve been rumors that it’s in the works and is “coming soon”
Silverstone - Just seems very likely.

BMW - Z8 - A very unique car to BMW's lineup.
Chevy - Corvette C4 and/or C5 and/or C6 - I have a feeling that PD may be aiming to form a Corvette league race similar to the Skyline event.
Chevy - El Camino - More metal added to the classic American Muscle pool.
Ferrari - F430 OR Dino OR 250 GT - Most of the updates have seen one new Ferrari added, I'd predict one of these to come if the trend continues.
Honda - S2000 - Highly requested vehicle.
Lamborghini - Murcielago OR Gallardo - Very popular cars in GT5/6, and the only remaining Bull's yet to be added.
Mazda - Autozam - a good addition to the Kei car lineup.
Mercedes - 300 SL - Kaz drove this car in an event recently, and there's a premium model from GT5 ripe and ready to make the jump.
Mercedes - SLR McLaren - Popular in GT5/6.
Nissan - Leaf - The Tesla has shown that PD isn't shying away from eco cars.
Nissan - Silvia (S15) - Highly requested car.
Pagani - Huayra - One of the most popular cars from GT5/6.
Plymouth - '70 'Cuda - PD has shown with the firebird that they don't shy away from adding old muscle cars from dead brands.
Toyota - Prius - Same as Leaf, plus the seemingly close (and borderline-exclusive) relationship with Toyota.
Volkswagen - Scirocco R - Odd that there's a racing car but no road-going counterpart, even with a premium model "ready to go".
Possible standard re-models:

BMW - 2002
Chaparral 2D OR 2J - Given that PD went through the trouble of making a VGT car for this long-dead racing brand (albeit a few years ago), it's possible that they could bring one of these cars back, and slot it in with the other 60's race cars.

Chevy - Corvette C1 - Blah blah blah my Corvette predictions.
Citroen - 2CV - A classic that slots in well with the old Fiat 500 and Beetle.
DMC - DeLorean - Arguably one of the most iconic and recognizable cars out there due to it's movie tie-ins.

Honda - '79 Civic - The OG Civic, don't think much more needs explaining.
Jaguar - XJ220 - Iconic 90's supercar, I believe it got a few touch-ups over the course of GT6 as well.
Mazda - Cosmo - The first of Mazda's rotary-engined machines.
Mercedes - 190 E - Legendary touring car + seemingly very good relationship between PD and Mercedes = profit?
Nissan - 240Z

Peugeot - 205 Turbo - Peugeot museum updates have displayed a few cars that may have been given a remodel while PD went about shooting the scapes locations.

RUF - CTR Yellowbird - PD still seems to have a close relationship with RUF, and this is arguably their most well known car.

Other predictions:
There's a few things that have sort of sat on the back burner, either as hidden code or un/under-used assets, and I feel they could hint at "sub themed" updates (similar to how the Super GT, Kei cars, or Group C/Le Mans, seemingly grouped together and formed a "theme"). In my mind, any one of these "sub themes" could bring a set of 2-4 cars relating to the theme. I'll just go through them all based on what I deem to be "realistic" leads.
1). Corvette sub theme
We're approaching an amount of Corvettes that'd allow for a league race that features said models, similar to the Skyline event (and we have received multiple GT-Rs in a single update). I could see two 'vettes coming in the update (possibly including a remodel of the C1), and maybe an American track like Laguna Seca.
Counter argument would be that PD may add corvettes over time and make a League event when it's convenient. Laguna Seca also doesn't seem as likely as a few other tracks.
2). Peugeot sub theme
In the last update we got an expansion to Peugeot's museum section. While this has happened before for a few other manufacturers and didn't immediately lead to additional content, Mini was the last manufacture to receive such a treatment, and within the next month or two we received some new Mini content, one of which was new to the franchise. There
could be an update that puts some highlight on Peugeot, maybe an old 205 Turbo and some of their racing/rally cars (as seen in some of the museum shots).
Counter argument would be that there's been no consistent pattern to indicate this as a likely inclusion for January. The museum expansion could in fact be an indicator that PD's gone out to scan multiple Peugeots, but the related update could come at any point later down the line.
3). Rally/snow/weather sub theme
We've had snow and rain tires since day one, and yet over a year after launch have no use for them (unless you include the very small use of rain in the campaign with the Northern Isle Infield layouts). Additionally, we've yet to see any new additions to the Gr. B roster. We don't know what PD plans to do with all of these, but it's possible that with the winter season they could add a new rally track with snow (maybe Chamonix from GT5/6), or new variations or time conditions to the existing dirt tracks with snowy surfaces. Additionally, there've been claims of some rally Lancias getting scanned, which could possibly arrive in Gr. B or a new rally class (the elusive "Gr. A"), along with some others (perhaps some of the Peugeots I mentioned above?).
Counter argument would be that there's no real guarantee of weather conditions. Snow tracks could still happen, but perhaps without precipitation.
4). "Gr. A" sub theme
A while back someone dug through the GT website and found some hidden unused items, one of which was the yet-to-be-revealed Gr. 2, and the other was a mysterious still unused Gr. A. Later on some PD staff made an error and accidentally published a daily race with the category in-game; you can read through the thread here:

We don't know what (or if) PD may be planning to do with it, but it's out of the bag. Given the naming convention in the game, it would seem like an additional rally category, perhaps a slower one in similar way to the relation between Gr. 4 > Gr. 3. Or, maybe a category for older rally cars, and that Lancia "leak" is to join the said category. Alternatively, the class could be a new touring car class, as it was in the real world, and be used for '80s and early '90s race cars, maybe even earlier as well. There's a few cars in PD's premium backlog that could possibly help form such a class, in the form of the Racing Car pack added in GT5 - the R32/34 and RX-7 race cars could fall into this theoretical category, and perhaps also be joined by an E30 and/or Merc 190E race car, which raced in this class in the real world.
Counter argument could be that "Gr. A" is a cut class originally planned during development.
5). Drift sub theme
In the same scrounging around that found Gr. 2 and Gr. A, there were also some discoveries of new tracks. An apparent "empty lot" version of Kyoto was found, read up on it here:

This, combined with the lot in Willow Springs, and the Infield variations of Northern Isle could provide a good varied array of drifting locations if there was to be a drifting-themed update. The only indicator that something like this could arrive is the fact that Chris Forsberg's 370Z has supposedly been scanned and is supposed to be being added at some point, perhaps some more drift machines could come with it. Possibly some additional campaign events (coffee break?), and even customization options in the mileage exchange or livery editor as well.
Counter argument could be that the "hidden" track is just leftover cut or test content, and the drift car will come (or won't at all) on it's own.
6). NASCAR sub theme
NASCAR is listed in GT Sport's credits, but so far there hasn't really been any sort of inclusion of NASCAR content. 3-4 licensed vehicles could be added (or maybe an unlicensed PD-branded base model car, similar to the Senna-Lotus-that-isn't-a-Senna-Lotus), alongside a track like Daytona or Indy.
Counter argument could be that the people listed were sought out to help in the design of fictional oval tracks like NI, Blue Moon, or BB Raceway, or helped provide some of the information for the game's museum content.
Consolidated prediction(s):
I actually think this update is likely to not have a “sub theme”, but I’m going to throw in a few alternates in the case that they do. I’m gonna say 9 cars in the update, perhaps up to 11 for a couple themes.
