0.125 MB = 128 KB, so not far off. Downloads rates are measured in KB (at least in the browsers I'm familiar with) so I assume he's referring to bytes instead of bits.
Assuming

Sure, he made the mistake and not you (no sarcarsm).

UPDATE 11th Aug:
Speed is quite similar with 0.54Mb/s upload and 45-60ms ping so here's a pingtest.

The position of a laptop lid can make all the difference. Since I'm using an external monitor/keyboard/mouse, I just had it closed and off to the side. Ever since then I was getting 2mbps down, 0.8mpbs up, and 35ms ping. (see post on previous page)

Ever since I've opened it, it's been much better.

One thing I don't understand is that for Speedtest, I'm connected to Richmond, VA's server, but Pingtest connects me to Washington, DC. :boggled:

Comcast recently upgraded their fastest tier to 50 megs! So as strange as this sounds I am going to DOWNGRADE my internet to 30 megs. Even their lowest tier is still 20 megs. Just insane.

With the Xbox One going to all dedicated servers, I just don't see the need for 50 megs. 30 will be more than enough and saves me $10.00 each month. 👍

On my new Galaxy S3:

... And we've only got 30/30 Mbit/s :D

Holy 🤬 this is included in the bill for my uni halls as well.

It took them a week to make it work at all but man that's fast.
Edit. A few hours later it is much slower.
