You are taking things out of context... don't forget the all hard surface part, that is the important part that makes grass or walls the defining barrier. Besides, the point is the rules are stated.
There is another rule that trumps the hard surface comment. The kerbs are always considered the edge of the track. The lines get ignored quite often but I've never seen it where you're allowed to go inside a kerb.
I just want to make sure that no one reads that and thinks this:

is legal... It's a corner cut in WRS and Reality.
This:

however, only goes over a line and is legal in WRS and Reality...
