Recording fastest laps now means you wasted thirty seconds more than everyone else in the pits to get a late tire change... simply because you couldn't challenge for the lead.
Fastest lap was always redundant as it was always set in particular circumstances, not necessarily the fastest driver of the race sets it. In the refuelling days it was set by whoever had the shortest stint on the best tyres. Now it will always be set by whoever has the best tyres at the end of the race when fuel is low, which invaribly means a Toro Rosso or someone sets the fastest lap if they pit late.
