From what i understand you want the brakes to be cool as possible, but is there a area where they are too cool to be effective?

No. You don't want them to be as cool as possible. These brakes can reach up to 1000 degrees Celsius. Obviously, they have an optimal range. Too cold and they won't grip. Too hot and they'll fail. I can't believe you've never heard a driver being told to get some heat into the brakes.
