The interesting thing being that Jeremy originally said that in reference to Gran Turismo 4 (specifically talking about the Aston Martin DB9 in the game during that episode where he goes to challenge his Laguna Seca lap times).

I don't think anyone said that (or at least, I never thought that). I think the car will be in GT6. What I do draw from all this speculation is a number of other conclusions:
GT7 does exist. The lighting in those Bugatti shots is part of of that, because I struggle to believe that any combination of settings in GT6's engine will reproduce lighting as good as that. I can also tell that GT7 is being hinted at in these images not by what is there in the images, but by what isn't. The lack of a GT6 watermark or title card, an update of the copyright notice from 2013 to 2015, all suggesting, very subtly I admit, that this isn't GT6. If it was GT6, why not just say? You can't call it GT6 if it isn't, but you can call it just Gran Turismo, because GT7 will be a Gran Turismo game.
As such, I believe we've reached a transitional phase, where Polyphony are moving from marketing through GT6 to marketing through GT7, even though I think there will be an update to offer this car in GT6.
The whole situation is reminiscent of the early PS3 technology demonstrations, where GT4 assets (tracks, car, human models) were used in an early version of GT5's engine so as to tease us about the future a little bit. Here, PDI are using what I believe are GT6 assets (cars, tracks) in a version of the GT7 engine.
