Shame only works with those who feel shame. I'm guessing it has the opposite effect on some. So not only does it not work, it gives the shameless what they want.
I know it makes no sense but it's the best I can understand it.
A lot just troll for attention. Best is to ignore them and they'll get bored. By 'shaming' them you're just stroking their ego and let them know they got to you. Plus it's pointless, PD won't do anything.
I don't mind engaging with 'them' on the track. It's mutually assured SR destruction, which just means they're not getting out of the low ranks. Some quit, some agree to bury the hatchet and start racing for real, some are just too darn stubborn.
There are a few now that I don't bother anymore to try to race clean. The rest have one chance, and I don't mean things that could be accidental by that. It's the ones that drive in the middle of the straight, then mirror your moves to block or squeeze you off when making a pass, or brake check.

Lol, just got accused of being dirty again just because I won the race and the car that was in first wrecked. He wrecked himself trying to wreck me on the straight. I feigned a pass on the right, switched to the left as he started moving right to block. He used to much input to block me on the left with his right wheels on the grass and went spinning. And I get called dirty. I got the clean race bonus (not that it's reliable) and blue SR (not that that's reliable) but winning = dirty!
Slowly climbing out of the depths, 39 SR atm. But could be gone any moment when getting caught in the T1, T2 brawl. It's only thanks to ghosting that the pack makes it to the cutting. And back to 27 SR, blocking on the straight yadayadayada.
Straights are a problem especially in slower cars. You can see the gears in the mind of the driver ahead turning. Should I 'let' him pass or block and keep my position. Racing rules / etiquette, what's that go to do with winning. It's not in the etiquette videos anyway, so I'm sure plenty people think it's a legitimate strategy.
