I guess if one of their slogans is "Racers of the world, start your engines", it probably won't be tied to region.
I think in that UK advert they even say race against up to 15 players from around the world? I'll have to check that.
You'll find though that the times you're online and wanting to race will tend to match up with people in your 'region' so playing against your buddy in Australia may require some typical GT commitment
