I hear ya, so you need to make a choice, use a built in track like matter horn or eigar for touge ish race or exclude a couple of tuners and testers and use a player made track.
I have a possible solution that would mean only testers would need access but I'm not sure if that's any better, I'm not hearing any feedback that's helping me make a decision.

I wonder if @Pete05 could do that...

I know some phones won't allow a PS3 to connect directly to it, but I found a way around that by sharing the connection over a LAN cable connected to a PC. I would be more than willing to help anyone that may need/want it. I've had to be creative with my internet connections over the years due to how far away from everything I live!

I can't access any user created tracks or even the samples. Thanks PD for a great decision there. Waited from day 1 for nothing but disappointment.
In a nutshell, if it doesn't come on the disc, I'm out (and unhappy)

Look up how to tether your iPhone to your PS3 and check with your carrier on costs you may be able to do what @TheInfamousJEW6 does and get on the course maker that way.

It's pretty easy for me. My phone has a wifi hotpot generator. Just punch in the access code to the PS3 and all set.
 
That sucks I'm sorry to hear that. Are there any other carrier options where you live? or are you stuck due to coverage reasons?
I'm extremely close to losing my patience & cracking it with my current carrier - Telstra, and moving over to their number 1 competition. I have to do some investigation of the fine print but I may end up online after all is sorted.
 
Even if I could, my carrier costs are too over the top for it even to be on my radar.

Yeah I was afraid of that... Over here in the States I pay an extra $5 a month for the privilege to use that feature, one that comes preinstalled in the phone, and that's considered cheap... Otherwise I'd be in the same boat... My problem is I HAVE to watch my bandwidth...
 
Yeah, if you are using user made maps I would be out, but if there is any kind of track in-game that can compare to the user-made track you are using, I am sure I could make something that might suit the track. I just like the idea of doing Touge, and I would have heaps of fun driving.

Just keep going with what you are doing.

There aren't any tracks that really work for the purpose, I've tried before numerous times to find something and those that worked even slightly have already been used. Eiger Norwand is the closest in terms of tightness and elevation change but its too short and lacks variation. Mount Panorama has a good run up and down the mountain but the rest of the track is mostly long straights which are no fun on your own in low pp cars.

Have you considered one of the four sections available at La Sierra?

Really fun touge course! I'm in for this event! Although, it's really too bad User created tracks are not available off line... Excluding other testers and tuners because of a lack of internet seems unfair, although it's only a matter of time before a user created track is featured for one of these events... It's a difficult decision, but I vote yes we should do it.
 
Had a run at all of the sections and they're just too fast and wide for the car, rarely dropped below 4th gear. Might have an idea using it though, a second higher PP group, maybe a one car event or something as I don't have time for balancing
Take a page from Inital D, Evo III vs STI III 550pp CS tires on La Serria,
IIRC those two cars were very close to each other when I was testing for the STI vs Evo challenge. Wouldn't take much to balance them. Or maybe someone could lend a hand and do a quick balence test of the cars on La Serria. With in 0.050 is considered matched in my book.

Yeah they are close but they've been done before. I'm thinking 4wd, maybe some rain, maybe a tarmac rally stage?
