Vettel suffered major damage and fell through the pack, so he got the time penalty and the penalty of consequences. Raikkonen didn't.
So a penalty depends on how much damage you caused? Sounds very random and not according the rule book. Consistency and justice for all?

Up to Bottas to make this race interesting. No excitement in watching Hamilton as he hasn’t done a legitimate overtake (no one is in the league of the Mercedes) and the FIA screwed Raikkonen royally

Possibly. There's no point punishing someone who punished themselves already, except that they need punishing for the effect they had on the other person's race. Vettel and Bottas both tumbled down the order at Paul Ricard, so part of Vettel's penalty was the damage he'd caused to himself, whereas only Hamilton has tumbled down the order at Silverstone, so no part of Raikkonen's penalty is damage he's caused to himself.
