Instead of handing out grid penalties for replacing too many parts too often there should be large fines which are then directly distributed to the lower performance teams.

Which would do nothing? Merc., Ferrari, Red Bull would gladly eat such fines at the end of the season if points were on the line.

Which would be fine. The poor teams would get more money and the fans would get to see the top runners competing on an even footing. As it stands Verstappen will likely walk away with the race while Leclerc has to grind away at the back.

Would be pointless having any rules at all if everyone just ignored them and took the fines (which would no doubt be ruled to go under team costs and therefore budget cap, therefore they wouldn't be happy to eat them).

There's a trade off somewhere, the rule has never been a particularly enjoyable one and has dulled many a race. Perhaps they should dock constructors points for every new component taken so that the drivers are still able to race where they should be but the teams are still discouraged from taking penalties/new parts as and when as they can lose significant ground in the championship, and thereby possibly prize money. Would be a far better deterrent in my opinion than currently and wouldn't hurt the drivers as much.

Still raining pretty heavily according to attendees on Reddit, so Q1 definitely starting wet if not the whole session.
 
I live about 30 minutes away from the track and while it's not pissing down, it's definitely not going to dry up any time soon. Air temp actually dropped to 12C.

If teams don't like taking a penalty, then it  works. If a penalty is something the teams happily take without any consequences, then it isn't a penalty. The importance of a Grid Penalty is that it punishes a driver, but when the race begins, that penalty has been taken, and the race is therefore no longer compromised by a million other time penalties or ballasts added to it.

New engines are already a financial penalty for the teams, as they cost money which comes out of their budget for the year.
 
Why is an electronic control a restricted part anyway? It shouldn't wear out and lose performance over time, and it's a controlled part, so where is the advantage in changing it? If you change an engine, you get a power advantage so I can see the point of a penalty there. But a replacement controlled electronic unit will be identical to the one you've replaced.

Cost. Plus, looms are always vulnerable to heat or big crashes so I can see why it's something that isn't just one and done.
 
It's drying out, but I'm not sure slicks are on the table for Q3 just yet.
