Free Photo Editor (A La Photoshop)

Does anyone know of a good photo editor that is free for use? I'm looking for something such as Photoshop or Paint Shop Pro. Of couse being free, I'm not expecting it to have many features, but anything with simple photo editing and maybe filter capabilities would be greatly appreciated 👍.
