Level playing field unless you know how to read frame data.Most people will have the same amount of time to adapt regardless of how comfortable everyone gets, the playing field is still the same. Those who want to win badly enough at EVO would've went to test locations to try it early.

I did, I knew about it but I didn't know how to read it.Realistically speaking, no one goes to EVO clueless about frame data.
I mean, pro or not, some people just learn faster than others. They toughest thing to grind will be new character match ups, although you can probably already draw out a fair plan against a character like Hugo whom play kinda like a bit like Zangief with more unsafe moves so you just kite them with long limbs and keep them out until something new or fishy happens.For me, one month ins't enough to adapt, but I am not a pro... I remember I took a few weeks to mastered and adapt when I changed between AE to AE'12.
Anyway, this week I read that MCZ Mago spend 15 hours a day on games, so I guess that the TOP players will adapt fine on Ultra's changes.

For older match ups, I think everyone should look closer into the details of their match ups and just improvise when the game comes in. I'm excited to pick up new characters and yet at the same time I'm not excited for my main, M.Bison, who hasn't really received any useful new buffs but instead everyone else got much better buffs in comparison and majority of his match ups will not be much better. The Guile match up will be a lot worse and it may be going into 2-8 status in Ultra SF4.
