I thnk you misread. Any military action by any single member country - unless it is in self-defence AND "with no time for deliberation" (meaning an immediate response - not a long-considered invasion plan) - is against the Charter.
So if you decide to invade Iraq, even if you ally yourself with a bunch of other UNSC member countries your action is unilateral (compared to the UNSC), not in self-defence and has been deliberated upon, catching every base in the Article nicely.
This is the basis upon which the UN would claim the war to be illegal - a signatory of the UNSC (that is someone who has agreed, in writing, to abide by its rules in the arena of international relations and military exercises) breaks the agreement it has signed (in the form of the UN Charter) to enter military conflict with another country.
The US signed the Charter. The US broke the Charter to attack Iraq - whether the action was justified or not.
