Sure, there's a lot more distance to render, but sometimes it's less expensive to render great distances than to render a bunch of things up close, because at those distances you can't really make out much detail anyway so you can get away with rendering a blur.Honestly, was watching onboard Pikes Peak... it's no way PD does this on GT7... talking about rendering, it's so maaaany trees, so much distance to render. PS5 could handle it but no way PS4 does without it looking like Circuito de La Sierra...

The biggest issue for modern development pipelines is unique asset creation, 4K assets take a ton of time to make. It's why city tracks like R246 aren't coming to anything - lots of trackside buildings you have to make in the same visual quality as everything else, none of which you can re-use at all because you need to match the real buildings.
Pikes Peak doesn't have that problem, trees are re-usable and are re-used all the time.

My understanding (from reading this site/forums) is that they're more of a Tokyo Expressway vibe, and the buildings are procedurally generated, whereas the city tracks based on actual locations in past games (R246, London, Madrid, etc.) all featured the actual buildings, and that is why they are too labour-intensive to update for GT7All of that makes sense until you realize there's a bunch of Tokyo Expressway tracks in the game. They're all based throughout a city..
It's the whole genre though, it isn't just a PD perfectionism thing. Forza 2023 has zero city tracks. Assetto Corsa EVO has zero confirmed city tracks, and I don't think it's unintentional that they've gone for a fairly leafy area rather than an urban one for their open world area.There has to be enough existing building-/structure-type assets that could be rotated, recoloured, whatever, to create some decent fantasy "city/town" locations. Sometimes PD's obsession with location accuracy is a detriment.
