I doubt they would include operating costs into the development of the game. Also the 60 million was a long time ago, they added new staff and started working on new tech. more $$$.
Just never forget ridiculous amount of money they've earned so far.
They've sold GT4 in almost 11 million copies worlwide, which made them probably more than 200 mllion $ in pure profit (with revenue close to billion), and GT4's development cost just can't be compared to GT5's - it was probably not greater than 10 million $.
Also do not forget that GT4 had 3 predecesstor games on PS2 - GT 3 (sold in also close to 15 million copies in the time when games were stupidly expensive, no cheap online retailers backthen, and you just can't imagine amount of money they've arned on that title), GT Concept and GT4: Prologue (both latter sold in almost 3 million copies combined).
If you look at the things on broader financial scale, you can pretty much realise that overall GT5 production costs - even if they have risen to 100 million $ for instance, which they're not and never will - are ALREADY MORE THAN COVERED with previous titles revenue and corresponding profit.
GT5 revenue will be pure profit, as are all previous successors of every GT game so far.
New game is funded by earnings on previous titles, and all future earnings are heading straight to the Swiss banks (you probably never wondered why Switzerland is actually represented in every GT game from the first GT onwards

), while small part of it is invested into development of next titles.
Polyphony Digital is stupidly rich company, 60 million for development only represent INVESTMENT, not COST to them, and yes - they do deserve every cent they get.
