Technically, GT has never recreated Monaco track itself, but rather a unlicensed version of it called Cote du Azure.
If you called it Monaco, it would be the F1 official track, which it isn't, hence no stands etc. It's just a road course based on the same streets
Exactly. The name Monaco is the name of the whole Country/City, it's a City state like Singapore.

Monaco is used for other events too:
The country is called Monaco, the city is called Monte-Carlo.
Actually both the country and the city are called Monaco; Mote Carlo is just a quarter in Monaco: http://en.wikipedia.org/wiki/Monte_Carlo
I don't see why there's such a fuss over the name of the track. At the end of the day isn't having the track itself the most important thing?

My guess is that since Monaco is the crown jewel of F1, they would want a LOT of money for the license to use it in the game...

BTW Shirakawa don't you think that the Hong Kong city circuit could be in GT5,I been playing that circuit recently and it seems like it can be remake,apart from that it can be see a lot of work in the making of that scenario,I could be wrong but take it as a possibility.
The skyline has changed a bit over the years. The bridge on the right is gone and there is now a big white new appartment building in its place.
