I found balance by dropping aero to what I felt was bare minimum and then maximizing mechanical grip. Once that was set, I moved up the aero to allow best traction out of the turns. I found that my speed on the front stretch was about the same regardless of the aero because I ended up getting a better run out of T16 and the aero allowed me to brake a touch later into T1.20.750

You're hitting on one thing though, Sector 1 and 2 will not mean as much as we think. Especially Sector 1.
For some reason I often do well in events with adjustable downforce.
I start with the highest possible setting that allows me to do the same value front and rear (I think that's 300/300 or 350/350 in this case). Then I look for the right balance by lowering one of the values. When I'm happy with the ratio between front and rear I start lowering both (while keeping the ratio) as I get more comfortable with the car and as I tweak suspension for more grip.
So for example my Mugen Motul Civic progress was 150/150 then 120/150. Down to 100/133, adjusting the ratio a bit to 100/110 and finally cut that in half to 50/55.
