Again, I think the best way to do it is to have all four stewards contacted by PM.
That's how all investigations are taken up in ITCC. Then, if there's some basis for a public announcement, such as the FIA's "incident involving car #x under investigation; corner cutting" such as the potential possibility for a penalty, it will be made public as soon as those details are agreed upon.
In actuality, Sakery's penalty doesn't really mean much... Except that we get a chance to make it publicly known/understood how we conduct our investigations. This is the only time when the public input of the stewards is public. It just gives you an idea of how the system works.
Next time, the discussions will be very much more private, now that everyone should understand, generally, what's going on behind the scenes.
Thanks for the consideration and group effort for trying to reach a group decision about the fair penalty, but since it was only a preseason example, it doesn't really matter whether or not the penalty is applied.
But, I'm sure everyone understands, roughly, how penalties are being applied and under which sorts of circumstances.
