I know most people support the current rewards system, but I'm really on the fence about it.
I'd be in favor of a weight based penalty system similar to whats used in FIA GT1 and a similar points system.
I'm not sure how much ballast GT5 allows you to add so that could be a difficulty.
Heres how it works in FIA GT1. Our cars are much slower than GT1s so we could use less weight.

To keep the speed of the cars progressing we could have a central PP mandated for each race. Each car would start with the median amount of ballast added that GT5 allows and then be tuned to that PP level. After hitting that PP level you would add or remove ballat based on your position in the previous race. Of course, ballast would be added centrally to negate any possible advantage.
Just an idea.
I also support the "at least a decade old" rule (2002 was a decade ago WTF!?) and a slightly higher starting PP. I think a problem we have this season is that a good number of cars in the starting PP range don't allow for forced induction.
Addition regarding non PP based upgrades:
We could mandate Sports Fixed or Height Adjustable suspension and the 5 or 6 speed Close Ratio Gearbox (drivers choice, can be changed per race). Gearbox homolgation would even out the racing. Stock gear ratios in this game tend to make or break a car, and in a series like this where power matters a lot it's hard to justify spending the 6k, 8k, or 20k on a gearbox upgrade that may not have instant effects on performance. We could also mandate OR prohibit Drivetrain upgrades.
I know not everyone would be up for such drastic rule changes, but I think it retains the core of the series (old cheap cars for not-quite-serious racers) and would improve racing.
