If you saw the gamescom video you will notice that they added something different compared to the first Most Wanted. In this one instead of going to a shop to add performance packages you earn mods from races, now for example the Aston Martin V12 Vantage came with Stock Body, Stock Chasis, Stock Power Train, Stock Tyres and no nitrous and just a little further when they changed to the Mercedes it had the same stock stuff except for the Burn nitrous. If you pay attention when the guy was starting the event you would notice 1st place: off-road tyres, 2nd place: track tyres.Modifications

This is a really good thing if all stock cars are equally 'boosted' in performance unlike the higher tiers in pretty much every NFS after MW.

I don't understand why you feel like this, in the original most wanted you couldn't drive cop cars except in some specific time events on the challenge series.After some reading on the facebook page you will not be able to drive as cops in this version, only chased.
So that kinda sucks, since now its mostly like burnout with real cars as said before.
I believe that they will give you plenty of license plates to choose from.This just got posted on the NFS Facebook page. With the mention of being able to change your license plate, I really hope this is an option:
