My experience with this suggest to me that there is simply no fuel weight in the car in offline time trial. When I'm on lower fuel runs in the league races I do I notice that my times are closer to the times I ran offline.I don't know the specifics other than this was an issue back in GT6. There was a group on GTPlanet that would run time trials, and the time difference offline vs. online were remarkable. Offline could be as much as 2 seconds a lap faster. I've noticed this in GTSport. Tracks and cars that I am intimately familiar with feel a lot different in sport races. And yes, I make sure the parameters are the same in offline practice as for the online races.
The caveat to this is that I haven't done sport mode since August or September.
I'd imagine if you disabled fuel and tire wear in the online lobby then the times would be closer, unless online mode keeps the fuel weight in the car and simply doesn't deplete it.
