Just thinking about it, I think the Secret menu is the sole reason as to why Polyphony stepped up to take action. It allows one to go against the ToS in many ways. The hybrids are just something minor in terms of this.
For one, that feature that allows one to take control of another player's car online is an obvious reason. That alone was probably the message that got delivered to Polyphony; someone before me was probably grieved with this feature, and reported to Polyphony about it. Knowing that they knew this menu was still in the game's code, and someone had figured out how to use it, they responded. Like the norm, how to enable this menu probably spread someplace, so the plot thickens like usual...
Another feature within the menu is to allow for the DLC cars and tracks to be played. That obviously goes against the ToS for GT5, as well as for PSN. Should be obvious as to why this is an exponential problem...
The hybrids are minor, I think, when it comes down to it. Granted, there could be some exploits in the PP system that can be used to give the player an unfair advantage, but that is less of a concern that ruining a user's experience or playing with DLC content without paying for it.
No doubt we'll see a patch sometime; if Polyphony thinks that bans will resolve this problem, then eh...

As I said, I don't know much about it; parts of my previous post are invalid, but someone definitely took control of my car the other day, while one player was still parked at the start. They accomplished it somehow, and I think it has to do with the enabling of the menu.No, that function enables you to change views (and it says that in the secret menu), it has nothing to do with taking over control of the car.
Regardless, the ability to play with DLC content for free was probably also addressed by them.
