Indeed, and all I'm saying is most of them should be able to, atleast in the direction cars -> tracks.

I'm going to assume we're still talking about the quick appearance of car DLC and a current (apparent) lack of track DLC, plus the low location count in the game as-is. Although I would argue it's not that low given how many totally new locations there are, course-maker-style or no, whether you like or use them or not.
PD assigned a number of people to each task: cars and tracks. For GT6 there were already more landscape artists than car modelers. They made this decision consciously in light of their plans for the game.
So why the allegedly meagre output? My guess is the scapes. They're done now, so they can focus on bringing more tracks. Of course, each track takes more man-hours than the cars, to the point that even with more people working on them, they take longer in real time to finish up. Cars are finished all the time, and they make it in when they make it in - we've seen this before.
To ask that these teams be rebalanced means firing people, pure and simple. PD are still hiring at the moment - they've been perpetually hiring 3D artists of various kinds for years now. I expect that if PD senses they need more man power in a given area, they will simply encourage more specialism in that area from graduates and / or hire more existing specialists of that type than the other.
Sure, you could put a car modeler to work on a track, but that's a waste of everyone's time when a track modeler could do it better, faster and enjoy it more. No doubt there will be the odd willing volunteer who would enjoy a change of pace.
Short story: now the scapes are done with, I expect more track locations will be forthcoming, once they reach completion. I'm personally hoping Ronda isn't dead.
