Does anyone know definitely what is required for a racing game to feature specific cars? Do they have to pay for the right to use the car? Are the car manufacturers donating them for publicity? Why do some games have different cars than others?

Games devs pay for licenses to be able to feature cars from manufacturers

These do not include all cars from a manufacturer, only the one's they agree to, and the license is NOT indefinite the license will usually only cover a limited number of games or even just one in a series. This is often why cars do not appear in subsequent iterations of games

All manufacturers will have certain stipulations about how their vehicles can be used- for example no damage to the driver's compartment is a common request

Licensing also makes it difficult to license cars from defunct manufacturers as it can sometimes be difficult to work out who actually holds the license

Edit: I believe some years ago manufacturers would pay for the opportunity to have their cars featured in games but that is no longer something that happnens to the best of my knowledge

It varies from manufacturer to manufacturer.

When gaming was still young and growing, pretty much any initiative to license any car, for a game, had to come from the developers or the publisher, because manufacturers didn't really see the appeal of videogames, not only because those who played them were mostly too young to even buy their products, but also because the digital representation of their products were a far-cry from the real deal.

Nowadays, we've reached near photorealism, graphically, and the increased processing power, of modern hardware, allows for complex and detailed simulations of car behavior, that let you feel the unique handling characteristics of each different car. Then, there's also the advancement in control interfaces, with amazing steering wheels, pedals and shifters that help raise the gameplay experience to a point close enough to actually sitting in the real car. Because of all these advances, and the fact that the gaming world has become a lot more mature, with a lot of the people playing actually capable of buying a car for themselves, manufacturers are seeing an almost direct line of advertisement to their potential consumers. A line of advertisement that allows their product to be put into the hands of millions, with incredible fidelity to the real thing, at comparatively low costs and effort on their part. So, what happens now is some manufacturers actually take the initiative in contacting and partnering with game developers to have their products prominently featured, while others still require persuasion, the old fashioned way.

Concluding, both things happen. Sometimes you have to go to the manufacturer, sometimes they come to you.

In a very similar way but you can't license a shape or something available in the public domain e.g. Google Maps

This means you can make a copy of a track but call it something else and give it different branding

When licensing a track you are really licensing that tracks brand

However, understandably track owners will not be happy if you put their track in a game without licensing it so for the majority of cases and to maintain good relations tracks will be licensed

Once again that is how I understand it so some details may be a little off
 
IndyCar has been confirmed in some way. That could be the 2016 cars returning or a newer version (could also mean just the historic Watson/Lotus').

 
GT1 should return with this Ruf beast, can't believe they left behind that car!

They needed to get rid of all RUF cars because of Porsche license.

And it won't fit to GT1 class because it is mainly made from 1998 LeMans Classic and RUF GT1 car was modern and fictional version of real car.
 
I think Porsche probably puts pressure on, but like @MisterWaffles said, the combo has been done. The Crew 2 seemed to handle it by conspicuously dividing Rufs and Porsches into separate disciplines.

If Porsche does in fact want to crowd out Ruf wherever they appear, that's not cool considering Ruf carried the torch for Porsche for years, providing them the "Gran Turismo effect" like what videogames did for the WRX STi and Lancer Evo, etc.

As i thought. I doubt that older LMP 1 cars will return. Probably those 2016 LMP1-Hybrid will stay.

I wonder if fictional SMS cars will come back. Like Marek and RWD cars. One of those LMP1 would fit to LMP1-Hybrid category perfectly.
 
Let me do a little math. PCARS 2 was advertised to have "180+ elite- brand race & road cars" (from STEAM page). The actual number at launch was 195. By the same logic, if PCARS 3 will have "200+ elite-brand race & road cars", then the final count is, probably, around 210-215 cars.
Now, the devs also say "40 new cars", which I assume are new to the series.

After DLC, the final car count of PCARS 2 was 232.

232+40=272, but that's too high so: 272-215=57 (or 272-210=62)

Conclusion: the PCARS 2 final car list will have to lose between 57 to 62 cars, in order to, considering 40 new ones are being added, achieve the number advertised.
 
Nice speculation there. we should try predict which cars won’t make it.
My first guess are 4 older LMP1 cars.
Toyota TS040
Audi R18 e-tron
Marek and RWD
We also know about karts.
Also i think GT4 will be remade from new cars. So older BMW M3, fake Mustang GT4 and older Mustang could also be removed

that makes 8 cars cutted from PCars 3
 
Project Cars in general really doesn’t have any respect for previous-generation race cars. For that reason I’d expect them to drop the SLS AMG GT3, Z4 GT3 and V12 Vantage GT3 in favour of newer models, or in Mercedes’ and BMW’s cases, just no longer having them.

I think older Aston Martin Vantage GT3 was already confirmed in one of the trailers. I think there was even dissapointment that it isn't newer one. But yeah i think it is possible they will get rid of them.

Also i think some of the "tuned" cars can be replaced with stock ones with visual upgrades. Track Day B Nissan Skyline, Mitsubishi Lancer EVO Siva, Stancework bmw's and rocket bunny Toyota GT86. All of them can be another tuning stage of stock cars.
 
Dunno why 86 has so much attention from them and others, like GT Sport. Mentioned in so much posts, and still no news on Lexus. Not a sight, not a sign...

So what is the point now to add GTE cars, and other WEC experience cars, like GT1, and other? Will it be 200 road cars?

I don't know... GRID also have GTE cars and no Pit Stops... Either way. We are going to get another set of 3-4 laps races with different cars. I lost all hype.
