I can't think why you would delay a game for hype. surely you would start the marketing earlier.Yeah, but this can be handled internally, you do not have to make a public announcement.
Delaying games is common practice right now, either for creating the hype or what so ever. Making me sad .
"It's done when it's done." - Thats what I would like to hear (or to get a proper project management system). Creating a game in close communication with the community and afterwards upsetting all buyers. Bit risky in my opinion...
With game development you can't be it's done when its done. Otherwise you end up like dayz standalone. A broken mess with a ever slimmer chance of it being released as a full game.
In regards to its release date:
The release date is selected between meetings with many different parties.
Now what i will say is prior to the first delay in november. The game from mid october, was releasing two or three large patches between monday and friday. Most were larger than 300mb with fridays being larger than 1Gb. Now considering the size of some popular games the update size for that period was the equivalent to the file size of a game from the batman franchise or the total war series; they're big games with a lot of detail and function.
With the amount of data being adjusted, to me seems reasonable to think that was semi realistic. They knew they would need a day on patch. But delayed it so they could fix more bugs with marginally less stress on everyone.
