I think there's some confusion over what "riced out" or "ricer" means.
The term used to refer to only asian cars (hence rice) but it has evolved over the years so now its generally acceptable to apply to cars from anywhere. Ricers are basically cars that have been "upgraded" with ridiculously unnecessary and useless parts such as wide body kits and oversized wings. The extent of the mechanical work, or anything that matters, is usually no more than a bigger exhaust tip (useless on its own).
That g37 is not a ricer because it actually is improved over stock performance wise.
To be fair though, I wouldn't really call the corvette a ricer. It seems more like some guy just bought it, painted it blue, put on some big rims, and stuck his name on the window.
