I heard somewhere (I think it was Kotaku) that, back in 1995, SCE made potential employees write down one idea for a video game during the interview stage. Supposedly Kaz wrote down "I want to drive my car on the television", or so the story goes.
I think this pretty much sums up Gran Turismo as a whole. Kaz has never been interested in the racing aspect of Gran Turismo (if he had been, it would have turned out more like TOCA or something). The limited capabilities of the PS1 back in the day meant that instead of making a free roaming driving game, which he more than likely intended to make, Kaz had to compromise - by making a realistic driving game set in the limited environment of race tracks. He could still drive hundreds of his favourite cars, but the actual experience of driving in a wide open world would have to wait.
Unfortunately for Kaz, now that GT has established a reputation as a racing game rather than a driving game, he'll be forced to keep the race circuits in future instalments (and produce a very mediocre racing experience like that of GT5) while trying to pursue his original dream. We may well see the GT franchise handed off to another developer in a few years while PD pursues GTA-spec.
