Well I wouldn't know, because I've never been to Europe. I know the License plates are very different, and even one states plates looks different to another.
To be fair I've only been to Ohio to attend a Business Course at the University of Ohio. Fun times in the pub with cheerleaders though during the University Football matches and Ohio State University winning.
But yeah, I didn't get to see much of the country while I was there for a good 3 weeks ish, learning stuff the normal students learn in 3 to 6 months. So it was more studying than sight seeing.
As far as Europe goes... We don't have states here, unless you mean EU Member 'States'. Though that legally doesn't count as we are not one country like the USA is. Every EU Member State is still an individual country and has its individual laws and regulations, and some still don't have the Euro (smart choice if you ask me).
All license plates have been made somewhat more uniform, as all have a blue patch to the side with the EU flag and the country letters you're from. Also known as international licence plate country code.
In the past those letters were put on cars via an oval white sticker, formerly known as International Registration Letter. Which was mandatory when traveling internationally.
I personally still have both on my car. An NL sticker and EU conform license plates.
