Nice- nowhere does this thread say that it has to include car and might I add it's one of the few more realistic photo in a thread that's lately been filled with PS trickery that realism. Is this Tokyo R246?

The "Portrait" effect in paint.net was used (it's called like that in the Russian version so the translation might be incorrect). Also the GT logo was removed and noise was added in GIMP.
