I realized in practicing, it wasn't gaining any HP, because it was bought from the OCD. (So it's 165 miles that I've raced/practiced with it, but it was already broken in. I also checked the oil before stating that PP.)
The MR2 is definitely from the OCD as well.

(I only have one of each MR2 in low mileage - and I remember testing both of those on the nurb at the time.)
I could give details on various low mileage broken in cars, but most pre-1990 or lower than 150hp. (I have a running list of the cars we've raced already in the VCRC, and chances are, if I had a low mileage car, I made darn sure I was getting every possible HP before the race! )

OCD cars can still be broken in. They just do not benefit from the initial oil change bump.
From everything I have found OCD cars benefit from an oil change and can not be broken in. What I am not sure of is Prize/ticket cars. I believe these need to be broken in even though they also have 0 miles like the OCD cars. I am sure this makes since to Kaz

But as for prize tickets, in MY experience, they need to be broken in just like cars from the NCD.
I just cashed in a lvl 0 ticket. I may have a low mileage example from the UCD, so I guess I could check & compare.

My OCD FGT did not get the oild change benefit but needed the endurance race in BSpec to hit 900PP.
