The time change is simple, it's just how many times faster you want time to go. set it to x2 and it will be twice as fast as reality. Set it to x60 and it will be 60 times faster than reality (i.e. 1 second = 1 minute).
Weather changeability is the same, only it doesn't really correspond to real world changeability in the same way. Set it to one, and weather will change at a speed of "1" (whatever that is). Set it to 60 and weather will change 60 times faster.
In what way the weather will change is probably completely random. You can look at it as rolling a dice, I guess. Get 1-3 and weather will get worse, get 4-6 and weather will get better. Chances are that you will roll 4-6 every time and that weather stays bright and sunny. Or you roll a 1 and clouds are appearing, but then you roll a 4, and the sky is blue again.
What the changeability factor does, is that it's deciding how often the dice will be rolled. Set it to 1 and maybe it will be rolled once every hour. Set it to 60 and it will be rolled 60 times more often, i.e. once every minute in this example.
That's how I guess it works, anyway.
Edit: Actually, can weather changeability be set to 60? Or is it 1-10? I can't remember...
