Monaco has foam walls and tires at places where drivers are expected to run off on. Sharp turns, chicanes, etc. The entire rest of the track is still Armco.
Le Mans is set up the same way; and in fact most of Tetre Rogue has tires on it. Simonsen shot straight off at an unusual spot just past the tire wall and hit the Armco on the access road and the tree behind it. It's unfortunate that the access road didn't have some sort of energy absorption (but it has to be said that they can't just surround the entire track with foam and especially not tires), but I'm sure they will have that taken care of next year as well as some other spots that they determine have a chance for a similar accident (I suspect the far left portion of Mulsanne).
