The only point in pinning the blame on individual officials is if an unusual mistake is made, one which is not likely to happen. The problem with FIFA's sport is, it keeps happening, again and again. Logically, this tells you that the officials are not to blame.
The officials are trying their best. They are not trying to mess up the decisions. The human being is not built - does not have the visual accuracy - to get these decisions correct all of the time.
After the France/Ireland game, with the big injustice in that one, FIFA made their stance clear. The problem is, Ireland is just 4 million people - too small, not enough sponsorship, not enough power. But now this problem has hit England - big nation, football heavyweight etc. So I can only hope that this will help a revolution.
England really were just bad though. Good individual players. No team. The "system", and tactics etc. was something which would stop them winning the world cup. It is not something that can explain the rubbish performances against Mexico, Japan (friendlies), USA, Algeria and Slovenia. You could randomly shuffle the players in the formation and still expect them to beat Algeria.
Graeme Souness has been working on Irish TV for the WC. He was explaining what happened to him in the 1986 WC in Mexico (also high altitude), how physically he was just ruined, and that 3 weeks later back with his club, as a 34 year old, his fitness levels suddenly jumped above all of his younger teammates.
He feels that England have messed up hugely with the preparation by basing themselves at altitude in Rustenberg. He made the point that the USA, who no doubt can have the "best of the best", could have gone to altitude to prepare. But they chose to base themselves at sea level, and then just cope with the games based at altitude.
When you look at the individual performances, this makes a lot of sense. They England players looked slow, flat, no pace. Rooney had no sharpness at all. So many poor touches, bad ball control. The only problem I have with this theory though is that I saw the warning signs in the two friendly games, in particular the Mexico game where they were really out-footballed (although still won somehow).
Actually, sure here is Graeme Souness's theory:
