Not everything is a conspiracy. Why would they even do that? They just lose potential points

The problem is all the circuits would go bust trying to keep up the track modifications needed to make it safe. The faster the cars, the bigger runoff areas needed, the deeper the tyre barriers, the more expense for the circuits. I'd love what you're proposing, but unfortunatly it's just not viable.
When was the last time a driver died in F1 because of track/car safety not being up to snuff? There’s plenty of room for additional pace. If they’re that concerned about speed, just use such draconian fuel allowance limits that the cars can’t have more than about 500bhp to be able to actually make the chequered flags. Current cars run around 100kg/130L, so giving teams a limit of say 60kg of fuel they’re allowed to start with. Bam, problem solved. Adjust accordingly based on lap times.
