Those rules were changed a few years ago. Funnily enough the motivation behind the change was to make it simplerIIRC, penalties used to be applied in the order in which they were declared - as Verstappen was quite late in declaring the new ICE, other drivers would take their penalties before him, which is why his 5 place penalty is intact.
