That will start 10 minutes after the FIA says it is good to go. So pit lane open for 10 minutes, sit on the grid and mess around for 20 minutes and then formation lap.
This would be fine if it weren't for the fact that a 3 hour clock starts at the time the race should have begun (8pm local), meaning if the rain stops and the FIA are happy to run the race at 8, we will be sat around for basically another 45 minutes before the race actually starts.
Any sensible racing series would tell the teams to make sure the cars are ready to go straight to the race start, and get them to do 5 laps behind the Safety Car before a grid start 10 minutes after the actual proper go ahead. All of this adding into a race which hits 2 hours regularly even in the dry and is wet so has red flags written all over it. I can't see all 61 laps being done today.
