There was no time to give back position during the race. He's basically saying accept this or it gets turned over to the stewards which could be much worse. (I think. I'm just a pleb on the internet. )

That would be fair enough... But Horner Karenina has the nerve to make a request that ok but only if Hamilton is on the dirty side. It wasn't a request per say but it came off as such. And definitely gave me the impression that Masi lacks a backbone, has no authority and is terrified of Horner/Red Bull.

Sounded more like Horner was just confirming if he'd understood correctly. He was just verifying that Ocon would be P1 after Masi said Max would drop to P2.
Afterwards he clarified if it would be Ocon, Hamilton, Max
