This is an absolute grand slam of an update. It definitely deserves the "Spec II" moniker!
The cars are great. The new chili events are exciting!
The snow track is cool, even though I can't stand dirt racing, it's something different.
The master licenses are a good addition to extend the game's life. I see you'll get tickets for bronzing and gift cars for golding. How good the rewards are is TBD but they will still help the "economy."
The weekly rewards/challenges are a long, long overdue feature. This is something Forza did well with the weekly Forzathon events and challenges. It was too rigid - but still was objectively better than GT7's obsessive distribution of 10,000 credit rewards and randomly selected tuning parts.
I see the reward for doing all 5 weekly races is a 6-star ticket. So at a minimum, you're getting 500k for completing 5 different races. That should help the "economy" and the Sardegna/LeMans/Tokyo boredom.
Above all else - we now know that Sophy is, and will continue to be an active project. In a few months, it's grown from a one-off gimmick into a significant game feature. I would expect more tracks to be added with future updates. I suspect the cars excluded from Sophy are the "outlier" cars that are difficult to classify or balance (maybe the ambulance? or some of the SRT Tomahawks).
Seriously. What is there to complain about? Wait...I've read these forums enough.

I will admit I chuckled a bit seeing there's a chili race... at Route X.
I wonder if it's intended to be a new grinding option without being so easy to rubberband/exploit.
On a similar note. We already have a Gr.3 chili race at Daytona. Is the new event at the oval track? That would be cool too.
