If the leader boards were online optional (opt-in to run and to read) they could do anything... as in everything. Every car, every track, combo etc.
A system were you could just do some laps (offline), compare times between your own cars, even different tunes etc. and then an option to read the online results, or "go online" with that car/tune on that track.
Not: Practice->Time trial offline OR Online Time trial. Join them, but only go online on demand.
What I hated on Prologue time-trial, was having to be offline from PSN or to put up with the darn thing loading everything from the leader boards upon entry, uploading every time a did a run, telling me how I sucked etc. This just overloads the servers with everyone that selects the time-trial, even by accident or simple curiosity.
Another thing... TT stock or (fully) tuned. No PP stuff. There is no point. One car WILL be faster on each track, no matter what. Racing, yes. PP will help level the field, and in traffic or through different trajectories, you can have great battles (I remember epic stuff with Z06, GTR and 430 on HRS).
This way you could have all the TT leaderboards you wanted (the more the merrier, I guess, more top spots to go around), but load only the ones you want, thus making individual connections faster(?) and prevent the global server overload that would occur if they tried this now, and which makes this impossible, and current online mode only barely bearable at the moment.
