I wouldn't be so quick to say this Simon. I used to think the same way and damn near everytime I was proven wrong. I think its a safe bet to say that this maintenence means either content or improvements. (or in otherwords, an update)
No I said the maintenance time, I meant two hour maintenance doesn't mean a bigger update than if it was one hour, there isn't a direct correlation as he hinted at.

4 hours? Isn't this maintenence just 2 hours? And no, for the most part, they are generally just one hour. There's been a few that have been longer, but not many.
As far as I can recall, it usually seems to be no longer then two hours.
