GTP_CargoRatt Mitch, You may just have selected an unresponsive server with your test so that ping response may or may not be valid. I know it's not foolproof but an indicator of the quality of service you can expect can be obtained by using the traceroute command.
Get a Dos command prompt (run Command.exe on a windows machine)
Enter "tracert
www.playstation.com" ( without the quotes)
It'll track up to 30 hops so just let it run and see how many hops you have to make and what the response time is for each hop (low is good, high is bad). Not sure you can do anything with the results however but at least you'll have an idea what's happening.
AND the biggest gotcha of course is that I doubt
www.playstation.com is co-located with the game server
I have never tried to get this but if you know how to read firewall logs you might be able to get an IP address and if you do then run the tracert again only swap the Hostname for the IP address.
tracert xx.xx.xx.xx
I've used the above on many occasions when going to battle with my ISP about poor service
