I was having this issue too. Make sure that the alpha layer of the paint is white, not black or else it won't show up. If that doesn't work, make sure it's in the correct paint folder. With the new update it created a 2nd folder for each car (on my comp anyways) under the paint directory. Try saving it there and see if that helps.

Still not worked
Okay few things i have done to make skins work in game
1. get rid of OLD trading paints program and download the NEW ONE!
2. delete your file in iracing folder in which the car you want use.
3. go to trading paints and delete the file you want to replace
4. install new trading paints
5. create a tga. file for upload to trading paints
6. open your new trading paints program that you installed step 4.
7. go into a open prac room and see if you can see other cars livery
8. And ALWAYS SAVE TGA file 24bit

sing out if you get stuck but also hit Ctlr R when in game, this will refresh every car in the game or room your in... when you do it they will all turn white then slowly appear to there current livery...

You need to select the individual layer you want to paint on or merge the layers.
You can't select a group of layers and edit them all from the top unless you merge them.
I'm guessing you're trying to paint on the "Paintable Area" layer? Just hide any sub-layers that you don't want (e.g. "Colourable Sponsor logos) and right click on the "Paintable Area" layer, then select "Merge Layer Group".
You should now be able to paint.
That's assuming you're referring to GIMP?
And remember to export to the Targa (tga) format when you're finished.

Also , in the new version of Trading Paints make sure to check the box that says "update my own paint schemes". This caught me out last night , I had uploaded the new file , deleted the old one for that car , gone on track , hit Ctrl R , and it still wouldn't show the new paint......until I went back and checked that box.
