This advice is for the persons that din´t play the 24h Nurburing Endurance in A-spec mode. If you play this endurance, you already know this course, and how you have to tackle every twist and curve.
Most GT4 players play the game in this fashion, they finish first all the race events and some mission hall events. Then, then try to finish mission 11, 18, 29-34. At the end, for the NSTC version, you will only have Mission 34 let, and at that point, you will realize that you never pay attention to Nurburing (because you used a very powerful car to win some races or the B-spec mode for more difficult races like the Formula GT Championship or GT Stars.)
You try Mission 34 for the first time and you wind up finish with a +/- 2 min deficit. Then you try again and have the same result. Since the 2 min wait is grueling you stop trying after few attempts. If you play the next day, you will improve only 10-20 secs., and are still behind by a long shot.
What can you ? This advice is very popular: Buy the Mercedes McClaren stock and practice in the ring as many laps that you wan`t. This practice is not like the Mission (you don`t have 5-sec penalties, or long waits), and there will be some differences in your times even if you play exactly the same in the Mission or the practice. But it´s the best way to practice, since you don´t have penalties, you can experiment with drifting, some wallrides or grasscuts. Every day you try to pass this mission do the following: try 2-3 times to pass this mission, then practice some 4-6 laps with your garage car, then try 4-8 times to pass this mission. If you fail to pass this mission, do the other day the same steps, but know try to make a new record in your practice. You will see that this will reflect on a better time for the Mission. Eventually, by doing this routine many days, your gap will reduce steadily and your mission time will be almost equivalent to your practice time (add 2'06 min). Finally, when you make a pratice record below 7'06.296, that would be the signal, you would surely pass this mission. I passed this mission, even when the AI car finish below 9'13 and not above 9'13 as in another close calls.
