well i was lookin through some threads and it seems alot of people are comparing FORZA to this game, the only thing that can be compared to GT4 is Enthusia and that still wont beat it, now as for the glitch or bug or whatever, dudes just live with it, like PD is going to refund all our GT4's , yea sure. i've noticed that GT4 runs the menu's in 480i, then when going into actual gameplay, switches to whichever format you have chosen (480i, 480p, 1080i), then switches back in the menus after the race.
OK, the bouncing happens in the interlaced modes: 480i and 1080i. I experienced them with the asian copies. You do not get them when using 480p though. Thist seems to be just an interlacing bug. A quick fix for people who don't have the option of 480p is to hit the look back button to change your view for a split second.

I must mention GT4 in 1080i looks like it has artifacts across the screen. If you look hard you can see them all the time. Also, seems grainy. On the upside, the FSAA is 10x better!]
edit: Also in a replay the frames per second dropped less than 30fps... it was obvious.
