As far as I know he made one such comment, but perhaps he does have a history of making racist comments like that, I don’t know.
And I think it’s an important distinction to make, if you are a racist because you once or twice said or did something racist because of ignorance or by mistake, or if you are a racist because you believe in a racially segregated world and you purposely do or say racist things in order to achieve that goal.
If you’re a racist by mistake or by ignorance, you can learn and improve and hopefully it won’t happen again.
If you’re a racist by belief, then the likelihood that you will improve is small. It would probably require some overwhelming experience before you change your mind and your behaviour.
So while it was a racist thing to say, it needs to be analysed in a wider context. Otherwise we end up in a scenario where anyone who runs for president is a racist, and then we won’t see the difference between a Hitler and someone who just didn’t think his response through properly.
He has a pretty checkered history of making racist gaffs though, this being my favorite one before his more recent outburst. If it's behind a paywall or something, the gist of it is that during a rally hosted by the Asian & Latino Coalition in Des Moines, Iowa he said the following: “We have this notion that somehow if you’re poor, you cannot do it. Poor kids are just as bright and just as talented as white kids.”
Yes, poor kids are just as bright and talented as white kids.
He also had a sketchy start to his Senate career with his uncanny ability to work with segregationist Senators from the south. He claims it was to "get things done", but if your preaching that you were a champion of the Civil Rights Movement why on earth would you even give those people the time of day? One of these people was James Eastland, a Democrat from Mississippi, who held the belief that blacks were an "inferior race". I get it was the 1970's, but holy hell, imagine trying to promote your ability to work with people and using that as an example.
There are plenty of other videos on YouTube of his gaffs. I won't post them because they're often accompanied by sketchy side commentary that may or may not be AUP friendly.
I fully believe Biden is a racist in the way that many older, white people in America are racist. Are they a product of their time? Sure, I have no doubt about that. It doesn't really excuse the behavior though. Has Trump said things that are more racist? Absolutely. It's 2020 though, at this point we shouldn't be accepting of anyone that says this kind of stuff, especially people running the country. But, unfortunately, many Americans are totally ok with this or choose to look the other way.
