Because I haven't read or heard anything that said Kvyat was running a detuned car in qualifying...Because engine management is more than about achieving the maximum straight-line speed. Kvyat's problem was that he was getting torque that he didn't want when he was trying to hold the revs steady when he was mid-corner.
And it's not a "theory". It has been confirmed by the team.
