I'd hate for this to be the reason, but it could very well be a political thing. It is Russia. There might be a couple cars or companies in the game that they don't want their people exposed to, and to remove those cars for the country, it would probably take a month. But, I doubt that...at least I hope that's not the reason.
Yes, unashamed capitalist Russia where you can buy every single western product without limitation if you have the money.
Why would the Russian state object to a single car or brand included when most of them can be freely bought in real life?
The Soviet Union and Communism have been dead and gone for quite a while you know, the state no doubt still interferes and objects to a lot of things ( which I won't go further into ), choice of cars in a videogame however isn't one of them.
Don't want their people exposed to? Get real, most of the new supercar additions in GT5 already drive around Moscow, it ain't 1989 anymore for quite a while.
